Hon. Mrs. Justice Judy Zulu-Mulongoti

 

PROFILE

Hon. Mrs. Justice Judy Zulu-Mulongoti is a Judge of the Constitutional Court. She was appointed Judge of the Constitutional Court on 16th April 2021. Justice Mulongoti holds a Bachelor of Laws degree from the University of Zambia and a Master of Laws degree from the University of Waikato in New Zealand. Her dissertation focused on Women’s rights. She was admitted to the bar in 1995.

Prior to her current appointment, Justice Mulongoti served as a Judge of the Court of Appeal from 2016 to 2021 and Judge of the High Court from 2010 to 2016.  She was appointed Deputy Chairperson of the Industrial Relation Court in 2008. Prior to her elevation to the bench, Justice Mulongoti served in the Attorney General’s Chambers in the Ministry of Justice as Deputy Chief State Advocate (Civil Litigation Department) from 2006 to 2008, Principal State Advocate from 2003 to 2005, Principal Legal Aid Counsel (Civil Litigation) from 2001 to 2003, Assistant Senior State Advocate (Civil Litigation) 1997 to 2000 and State Advocate from 1995 to 1997. During her stint as a State Advocate she engaged in a wide range of Civil Litigation were she represented the Government in various matters before the Court which included matters in Land, Employment, Human Rights, Constitutional, Tort etc. She also engaged in Criminal prosecution. She attended several meetings locally and internationally as a representative of the Attorney General and served in various boards such as the National Road Fund Agency. She was Legal Counsel and Member of the Tourism development Credit Facility Committee from 2007 to 2008, Deputy Secretary of the Mung’omba Constitution Review Commission from 2003 to 2006 and member of the Lands Tribunal from 1997 to 1998.

Justice Mulongoti is a member of the International Association of Women Judges and Zambia Association of Women Judges where she is a member of the current executive. She is also a member of the Magistrates and Judges Association of Zambia and an Associate member of the Chartered Institute of Arbitrators.
