Hon. Mrs. Justice Mwila Chibwe Kombe

 

PROFILE

Hon. Mrs Justice Mwila Chibwe-Kombe was appointed High Court Judge on 28th February, 2014. Justice Kombe holds a Bachelor of Laws Degree (LLB) from the University of Zambia (1995) and a Master of Laws Degree (LLM) in Commercial Law from the University of Cape Town in South Africa (2008). She also holds a Postgraduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education (ZIALE) which she obtained in 2003.

Justice Kombe was admitted to the bar in 1996 and was honoured with the Law Association of Zambia (LAZ) Award for Best Student for the 1996 Legal Practitioners Qualifying Course.

She started her professional career in the Ministry of Justice as a State Advocate in November, 1996 under the Director of Public Prosecutions Chambers, now the National Prosecution Authority
(NPA). She then rose to the position of Senior State Advocate in 2001 and her last position at DPP’s Chambers was that of Deputy
Chief State Advocate which she held from 2006 to June, 2008.

Whilst working in the DPP’s Chambers, she was part of a team that formulated the National Prosecution Policy, which led to the enactment of The National Prosecution Act No.34 of 2010 which Act established The National Prosecution Authority.

Justice Kombe also served as Chief State Advocate in the Attorney General’s Chambers under the Department of Civil Litigation, Debt Collection and Prerogative of Mercy. She held this position from 2008 until she was appointed as High Court Judge on 28th February, 2014. She is currently serving on the General List.

Whilst at the Ministry of Justice, Justice Kombe was appointed to
various statutory bodies. She served as a Commissioner at the Competition and Consumer Protection Commission (CCPC) from February 2012 to 2014 and as a Non-Executive Director at the Zambia Tourism Board (ZTB) from December 2009 to August 2012. She was also a Commissioner at the Zambia Law Development Commission (ZLDC) from December 2008 to June 2011.

As Chief State Advocate, she was also a member of the Appointments, Promotions and Disciplinary Committee at the Zambia Law Development Commission and the Drafting Committee of the National Constitutional Conference (NCC), a Technical Committee established to provide drafting services, legal advice and research to the NCC.

She was also a member of the Ministerial Cabinet Liaison Committee, Ministerial Procurement Committee and the Compensation and Awards Committee in the Ministry of Justice. She also headed the Prerogative of Mercy subcommittee which is responsible for processing of petitions for consideration by the Prerogative of Mercy Committee appointed the President of the Republic of Zambia.

Justice Kombe is a member of the Zambia Association of Women
Judges (ZAWJ).
