Hon. Mrs. Justice Catherine Mulenga Lombe Phiri – Judge-in-Charge, Livingstone High Court

 

PROFILE

Hon. Mrs. Justice Catherine Mulenga Lombe Phiri is the Judge-in-Charge of the Livingstone High Court. She was appointed Judge of the High Court on 13th  November, 2017 and served on the General List at Lusaka until April 2023. Justice Phiri holds a Bachelor of Laws degree from the University of Zambia. She also holds a Master of Laws Degree in International Law from the University of Lusaka and a Postgraduate  Diploma in Legislative Drafting  from the Zambia Institute of Legal Education.  She was admitted to the bar in 2005.

Prior to her appointment as Judge of the High Court, Justice Phiri served  as Deputy Chief State Advocate in charge of Taxation and Financial Crimes at the National Prosecutions Authority from 2014 to 2017. Justice Phiri also served in other positions at the National Prosecution Authority these include Senior State Advocate from 2011 to 2014, Assistant Senior State Advocate from 2009 to 2011 and State Advocate from 2005 to 2009.

Justice Phiri previously served as Chairperson of the Witness Management Fund Committee. She also served as a member of the National Task Force for Anti Money Laundering and Counter Financing of Terrorism (AML/CFT) and the National Anti-Corruption Policy Legal Level Committee. She was also a member of the Council of the Law Association of Zambia  from 2014- 2016.

Justice Phiri is currently serves on the Chief Justice’s Advisory Committee on Information and Communication Technologies.  She is also a member of the South African Branch of  International  Law Association, the Zambia Association of Women Judges, International Association of Women Judges and a Fellow of the Draper Hills Summer Fellowship at Stanford University in the United States of America.
