Hon. Mrs. Justice Anne Mwewa Sitali

PROFILE

Hon. Mrs. Justice Anne Mwewa Sitali is a Judge of the Constitutional Court. She was appointed to the Constitutional Court 11th March, 2016. Justice Sitali holds a Bachelor of Laws degree from the University of Zambia and a Master of Laws degree from the University of Sydney. She was admitted to the bar in 1987.

Prior to her current appointment, Justice Sitali served as Judge of the High Court from 2010 to 2016.  Justice Sitali served in various positions in the Ministry of Justice. She served as Permanent Secretary- Legislative Drafting from 2008 to 2010, Chief Parliamentary Counsel from 2002 to 2008, Deputy Chief Parliamentary Counsel from 2001 to 2002, Principal State Advocate from 1997 to 2000, Assistant Principal State Advocate from 1995 to 1996, Senior State Advocate from 1994 to 1995, Assistant Senior State Advocate from 1991 to 1993, State Advocate 1989 to 1990 and Legal Aid Counsel from 1987 to 1988.

During her tenure at the Ministry of Justice, Justice Sitali was the Chairperson of the Business Licensing Reform Legislative Drafting Committee of the Private Sector Development Reform Programme  from 2009 to 2010 and the Chairperson of the Drafting Committee of the National Constitutional Conference  from 2007 to 2010.  She  was  also Team Member of a Consultancy to review the Evidence Act and the Criminal Procedure Code and advise on matters relating to plea bargaining, asset forfeiture, whistle-blower protection and asset disclosure and subsequently participated in drafting five bills to provide for the matters mentioned above.

Justice Sitali is a member of the Zambia Association of Women Judges.
